The Zambia Devolution Support Programme (ZDSP) is a national initiative implemented by the Government of Zambia through the Ministry of Local Government and Rural Development (MLGRD) with support from the World Bank. The programme is designed to accelerate decentralisation, strengthen local governance, and improve the delivery of services at district and municipal levels.

Purpose of ZDSP

ZDSP aims to empower local authorities, including Zimba Town Council, by transferring more responsibilities, funding, and decision-making powers closer to the community. This supports better planning, efficient service delivery, and community-driven development.

  • Capital Grants for Councils – Provides direct financing to local authorities for infrastructure development and community projects.
  • Improved Public Financial Management – Enhances transparency, accountability, and efficiency in how councils plan, budget, and use public funds.

What ZDSP Means for Zimba

  • community infrastructure (markets, sanitation facilities, public amenities)
  • waste management enhancement
